Article I - Preamble
Section 1
Purpose: General
The Armenian Student Association exists for the betterment of the California State Polytechnic University, Pomona Associated Students, Inc., as a whole.
Section 2
Purpose: Specific
The Armenian Student Association wants to promote awareness, appreciation, and understanding of the Armenian culture.
Section 3
Nondiscrimination
The Armenian Student Association shall not be discriminatory in terms of race, religion, color, age, sexual orientation, national origin, sex, physical or mental ability, marital status, financial or social status.
Section 4
Off - Campus Issues
This organization and/or its members, when taking stands on issues, recognizes and will fulfill the obligation to make clear that it/they in no way represent(s) the official position of the California State Polytechnic University, Pomona.
Article II - Name
The Official name of the organization shall be The Armenian Student Association, California State Polytechnic University, Pomona.
Article III - Trust Account
Section 1
Maintenence
This organization, pursuant to its charter obligation, shall maintain a trust account with the ASI Business Office or the Cal Poly Foundation. This organization may elect to maintain an account in an off - campus banking facility with prior approval by the University.
Section 2
Usage
All moneys of this organization shall be deposited in, and disbursed from, this account following procedures outlined by the ASI Business Office, the Cal Poly Foundation, or the off- campus banking facility. Should an off campus account be open by the Officers of this organization, all required paper work/documents must be submitted to the Office of Student Life.
Section 3
Dispersal of Funds
Should this organization become inactive by failing to apply for a charter renewal, the trust account will be held as inactive for two academic years. In the event this organization does not become active during the two year period it is hereby declared that any funds remaining in said account are to be transmitted to Medical Outreach for Armenians, 4030 S. Glendale Blvd. Suite 407, Glendale CA 91208 tel. (818) 548 - 1990, an educational, charitable organization to aid this organiation in carrying out its objectives. If its objectives are no longer consistent with its original educational, charitable purposes, then the funds of this organization shall be transferred to the California State Polytechnic University, Pomona, general fund.
Article IV - Membership
Section 1
Categories of Membership
Active membership, persons so defined shall be active participating in club meetings and functions.
Section 2
Eligibility Requirements
Active members must be members of the Associated Students, Inc. , at California State Polytechnic University, Pomona. A member becomes active by paying dues and attending all meetings and activities.
Section 3
Suspension
Disorderly conduct, gross misdemeanor, failure to pay dues, absence from meetings and general apathy are considered grounds for suspension following a hearing by The Armenian Student Association. A 2/3 majority is required for suspension.
Article V - Officers
Section 1
Categories of Officers
President, Vice President, Treasurer, Secretary, Public Relations Manager, and Special Events Co-Ordinator.
Section 2
Duties
A) President It shall be the duty of the President to preside over all meetings of the Armenian Student Association. The President shall have the power to call special meetings and to expend funds with 2/3 vote of the quorum.
B) Vice President In absence of the President, the Vice President shall perform the duties of that officer. He/she shall also arrange for the meeting room and work with the special events co-ordinator to arrange events.
C) Treasurer The Treasurer will collect, record, and deposit all moneys receive He/she will prepare a monthly report on financial standing of the ASA. The Treasurer along with the President will also have the power to expend funds with 2/3 vote of the Quorum. The Treasurer shall preside over meetings in the absense of the President and the Vice President.
D) Secretary The Secretary shall keep records of all proceedings of the Armenian Student Association. He/she will handle all on campus correspondence and maintain well organized club files. This person will work as a communications hub for the ASA.
E) Public Relations Manager The Public Relations Manager shall maintain relations with the Armenian Clubs of other campuses and Clubs/Organizations of California State Polytechnic University, Pomona.
Section 3
Eligibility
At the time of assuming office and during the tenure in office, an elected officer must meet all of the eligibility requirements as stated by the University. He/she will sign a Statement of Eligibility form when assuming office, and thereafter will accept the responsibility of monitoring his/her own grades and unit load to meet these requirements each quarter he/she is in office.
Article VI - Elections
Section 1
Nomination
Nominations of the officers shall be made from the floor during the third week of Spring Quarter.
Section 1a
Nomination Restrictions
No student can be elected for more than 1 position of office. Section 2
Time of Election
Election of officers shall be held during the sixth week of the Spring Quarter.
Section 3
Procedure
Officers will be elected by secret ballot. Whoever receives the most votes shall be elected into office.
Section 4
Assumption of Office
Newly elected officers will take office during the first week of the Fall Quarter. Elected officers will serve for one year at their posts.
Section 5
Vacancies
Special meeting shall be called at which time nominations will be accepted from the floor, and a special election shall be held according to the section 3 above.
Article VII - Meetings
Section 1
Regular Meetings
Meetings shall be held once a week.
Section 2
Special Meetings
Quorum must be present at all special meetings and only the business for which a special meeting is called may be transacted at the meeting. The President shall have the power to call such a meeting and the members shall be notified 48 hours ahead of time.
Article VIII - Quorum
Fifty one percent of members must be present at the meeting to transact business.
Article IX - Committees
Section 1
Eligibility
At the time of assuming responsibility for a committee and during tenure in office, a committee chair must meet all the eligibility requirements as stated by the University
Section 2
Committees
Committees may be appointed by the President at any time.
Article X - Dues
Dues shall be authorized by the action of board of officers at second week of Fall Quarter. Dues shall be collected at the second week of the current quarter.
Article XI - Advisor
Section 1
Eligibility
The Armenian Student Association shall have an advisor over 21 years of age who shall be a full - time member of the faculty, administration, or staff of the California Polytechnic University, Pomona. The Advisor may not be on leave of absence at any time during his/her term of appointment.
Section 2
Selection and Appointment
After and advisor has been nominated by the organization and approved by his/her Department Head, final approval and actual appointment will be made by the Director, Office of Student Life. If the asvisor is the Department Head, then the immediate supervisor would also need to approve before final appointment is made by the Director of Student Life.
Section 3
Duties
The advisor's responsibilities include attendance and particip- ation in as many organizational meetings and activities as is practical, signing all forms related to the scheduling of activities and the disbursement of funds, and the other duties outlined in Office of Student Life's Advisor's Guide.
Article XII - Amedment
Section 1
Means of Amendment
A 2/3 majority vote is required to pass any ammendment.
Section 2
Approval
All ammendments to this Charter shall be filed with the office of Student Life, submitted with the Change of Ammendment Form, indicating the date and method of adoption. Revisions shall be icorporated into a fully revised copy of the charter. Any ammedment (s) the purpose or intent of the organization or substanively modify the Charter's provisions shall be approved by the University before taking effects
Section 3
Compliance
This charter shall not conflict with the by-laws of the Associated Students, Inc., or with the policies and regulations of the California Polytechnic University, Pomona, the Trustees of the California State Polytechnic University and Colleges, or the state of California. Any stipulations applying to all chartered organizations made by the University shall be considered to be immediately enforceable, whether contained in these Charter Provisions or not. |
